Description: With organizations striving to become more diverse and inclusive, HR departments are increasingly responsible for creating a climate of belonging and a more equitable environment.  But exactly how is this effectively accomplished?  And what specifically is HR’s role?  Furthermore, what strategies can Human Resources apply that will positively impact the daily interactions among staff and leadership?

County of Ventura Diversity, Equity, and Inclusion Officer, Phin Xaypangna, will share some practical insight with CIPMA-HR on Wednesday, March 17.  DE&I Officer Xaypangna will present for 20-30 minutes and then field questions from the audience for an additional 15 minutes.

Phin Xaypangna is currently serving as the County of Ventura’s Equity and Inclusion Officer in the County Executive Office.  She has over 20 years of experience in diversity, equity and inclusion, organizational development, workforce/succession planning, leadership development, facilitation, and strategic planning.  Phin has served as a speaker and presenter at local, state and national conferences on the topics of equity and inclusion and leadership development. 

Prior to joining Ventura County, Phin served as Mecklenburg County’s Equity and Inclusion Manager and was an active community leader in civic engagement and social justice work.  She served as the chair/cofounder of the Charlotte International Women’s Day, Charlotte Asian Film Festival, Mecklenburg Ministries, Levine Museum of the New South, Charlotte World Parade and Festival, American Society for Public Administration, President of the Southeast Conference for Public Administration and the Charlotte Asian Heritage Association.

Phin is a native of Laos. She received her B.A. in Political Science from Western Carolina University and a Master’s degree in Public Administration from UNC Charlotte.
